Reporting to the Manager - Pumps and Controls, this position involves complex technical work at the sub-professional level related to the installation, programming, maintenance, repair and operation of the remote data collection and control systems for engineering operations systems for water, wastewater and drainage facilities. The incumbent oversees and directs the maintenance, monitoring and troubleshooting of such systems; undertakes process control design and programming; coordinates system changes, upgrades, contract documentation and administration for electrical and control installation projects; prepares project and maintenance schedules; monitors work progress and budgets; performs design and layout work; establishes and maintains liaison with a variety of internal and external contacts. Under general supervision the incumbent exercises considerable independence of judgement and action in accordance with well-defined engineering practices and departmental policies. Difficult technical problems, policy and budgetary matters are discussed with a supervisor who reviews work performance in terms of technical adequacy, conformance to established standards and achievement of desired objectives. Configures, programs and maintains Remote Telemetry Unit (RTU) and Programmable Logic Controller (PLC) based automation and communication systems including system interfaces and data files; performs radio systems diagnostics and optimization; programs field instruments connected to automation control systems; develops graphical interfaces for Human Machine Interface (HMI) systems; modifies graphic displays. Researches, evaluates and selects materials and components. Provides back-up to technical staff. Performs related work as required.

Qualifications include graduation from an Institute of Technology with a Diploma in Electrical and Computer Engineering Technology (Automation and Instrumentation or Computer Control option) plus courses in project management, B.C. Certificate of Electrical Qualification preferred, and considerable related experience or an equivalent combination of training and experience. Considerable knowledge of relevant computer operating systems and industrial software applications related to remote monitoring, control and communication systems; the principles, practices and procedures related to process automation and control and the installation, maintenance and testing of controls, electronic communication systems and components, radio transmitters and receivers and historical database systems. Sound knowledge of departmental requirements and functions as they relate to the work performed. Ability to administer contracts and oversee projects; trouble-shoot and diagnose problems and to take appropriate remedial action; perform a variety of engineering computations and tabulations and interpret technical data and information; to plan, assign, supervise, and review the work of technical staff, and to provide guidance and on-the-job training to other staff. Skill in the use of tools and equipment used in the work. Certification or eligibility for certification as an Applied Science Technologist within the Province of British Columbia and a BC Driver's Licence are required.
