7. Position Function: Supervise and coordinate the operation of the Electrical section.
 
8. Duties:
A.  Principal Duties Involve:
1.  Coordinate, assign and review the work of up to 20 staff involved in inspection, diagnosis, maintenance, and construction of the City’s electrical infrastructure and other related assets
2. Establish and ensure schedules, procedures and established performance and safety standards are met.
3.  Monitor staff attendance and implement improvement plans where required.
4.  Lead effective staff meetings and discussion sessions.
5.  Responsible for full supervision.
 
B. Other Duties Include:
  1. Plan, prioritize, schedule, document, and assign the section’s inspection, maintenance, and construction functions related to the City’s electrical infrastructure, with other sections and outside agencies.
  2. Design, plan, budget and oversee specific projects and programs.
  3. Prepare operating and capital budgets, monitor expenditures, make progress reports, and make recommendations for adjustments.
  4. Make recommendations regarding types of equipment to be acquired, operational changes and related costs.
  5. Requisition parts and supplies from city stores and purchase from outside suppliers.
  6. Receive and inspect ordered items.
  7. Verify and code packing slips and invoices.
  8. Review and approve credit card receipts and monthly invoices.
  9. Obtain quotes for the provision of services by outside agents.
  10. Respond to inquiries, complaints, and requests for service from the public and outside agencies.
  11. Liaise with consultants, inspectors, utilities, and contractors.
  12. Conduct site inspections to review requirements and work progress, and document findings.
  13. Ensure contractors and outside agencies adhere to tender specifications.
  14. Investigate damage and accident claims initiated against the City and prepare reports.
  15. Serve as primary contact for after hour calls and emergencies.
  16. Carry out on-site assessment of emergency situations arising from motor vehicle accidents, storm damage, equipment failure, etc.
  17. Organize and supervise crews engaged in emergency maintenance work.
  18. Serve as the Electrical Field Safety Representative for the electrical installations and annual operating permit of the City’s electrical section.
  19. Review and evaluate engineering reports, drawings and proposals, and makes recommendations related to the electrical infrastructure.
  20. Prepare, review, and evaluate specifications and tenders.
  21. Create, update, and maintain computer and paper-based databases, drawings, and inventory lists.
  22. Represent the section at various meetings with other sections and departments, and outside agencies.

10b. Normal hours of work:  Mon-Fri 40 hours a week 7:00 am to 5:00 pm.
        (8-hour days within this range)
 
11. Detail any adverse conditions which the position may involve:
Subject to callout at any hour or day to assess/dispatch emergency response/repairs due to accidents, storms, or equipment failures 24 hours a day.
Ability to deal with complaints and negative comments.
Ability to focus on engineering plans for short periods
Focus on a variety of source data and computer displays
Ability to work outside in all weather conditions
 
12a. Qualifications Required for this Position – Basic Qualifications:
Education:  
High school graduation
Current and valid B.C. Certificate in Skilled Trades Certification as an Electrician or Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician.
Current and valid Class B field safety representative (FSR) certificate
Completion of a course, and up to date knowledge of the Canadian Electrical Code
Accredited courses in management and leadership studies (1year)
Contract Administrator course. (MMCD) (16 hours)
Current and valid Class 5 BC Driver's License.
 
Skills:          
Organize and prioritize the work of the section
Understand and apply the principles of electrical design and construction
Type 40 wpm; Working level operation of current City word processing, spreadsheet, and related specialty software.
Maintain accurate records, prepare, and monitor budgets
Read and interpret engineering drawings
Supervise a large staff
Communicate effectively
Deal effectively with staff, the public and outside agencies
Establish and maintain effective working relationships
Administer the sections safety program
 
Experience
4 years of related experience including supervisory experience or an equivalent combination of education and experience
Journeyman experience of at least 4 years with at least 2 years serving in the capacity as a sub-foreman (level “B”).
 
Independence: 
Work is generated by annual objectives and goals and reviewed through meetings with and reports to the Manager.
Issues such as staffing matters, deviations from departmental policy, schedule changes, and budgetary items are discussed with Manager with recommendations.
